It has been a long time since my first play through…
I am thinking you have to get to Nazjatar, open up all that, do some heart of azeroth stuff, then the quest chain unlocks. And little goblins start coming to talk to you about it.
I think a bit of quest/story progression is needed for a first time play through. I don’t know if you can get to Mechagon without unlocking Nazjatar and setting up the little camp.
