What exactly is there to accommodate? The players that are playing Horde are able to do so freely; Blizzard has never restricted anyone from playing as what ever faction they’d prefer.
If by accommodate you mean give special treatment to, then no. Just as Blizzard doesn’t restrict a player’s choice in faction, they don’t provide new incentives or advantages to one faction over the other (outside of poor racial balancing of the past, which is a separate issue unrelated to today’s Blizzard). The incentives to play Horde (again aside from poor racial balancing from 14 years ago) are player-created and player-driven.
If the “consequences” are fewer Horde players, then that consequence is also a solution to Horde’s long queue times.

I don’t personally agree with your opinion about horde being more appealing or interesting, but how do you figure devs could make alliance more interesting while constraining themselves to the concept of “tbc classic” ?

Horde were given qol features like merc mode to help with queue times, merc mode isn’t in Classic.
Obviously queues will be longer.

the problem is not that there is not enough alliance, they simply doesn’t Q because there is no incentive, the only reason so many horde are tryin to Q is to get pvp gear to do arena, and the alliance population that does arena is pretty low, if they would pump honor from bg, it would make the blue pvp more accessible and open the door to arena for more player.

Blizz should allow you to transfer a character to another server of the opposite faction. so if you have 10 horde, but you only want to transfer one you can move that one to a different server of the opposite faction
