It’s clear we have different ideas of what a neutral city is. By your definition, Sporeggar is not neutral because players hated with Sporeggar can’t use the services, and unfriendly players can’t quest there.
What I’m saying is that the more important distinction is whether or not the village is aligned with one of the factions or not. Sporreggar starts with hated for both Alliance and Horde and players from both get requal reward for work they put in there.
Bel’sameth is clearly aligned with the Alliance since it’s friendly to Alliance players right off the bat and offers exclusive services to them.
And again the main vibe I’m getting here is that you (and others) are upset that the Horde Champions who cofounded this village aren’t being rewearded for their labor with an arrow to the face.
Horde won’t be treated as friends No matter the rep grind. But there is a real concern Alleria and the void elves who attacked the blood elves every chance they got are welcomed with open arms. Gilneas and Night elves won’t leave the alliance. But Blood elves once liadrin and Rommath are dead will surley gain new loyalties because their lore was a joke since TBC ended.
Actually, you tried to use a real-world example of what “neutral” meant. And I don’t think it fits this game, because of the example I gave.
It’s not like Horde players can’t do ANYTHING there. Horde Druids can even reach Bel’ameth through the Emerald Dreamway.
No, it honestly just doesn’t feel like a real racial capital due to Horde presence.

An arrow to the face seems appropriate considering it was the Horde that necessitated its creation to begin with through abject atrocity.
I have never said that Bal’a’whatever was a replacement for Darnassus. The devs had made it quite clear at the time that they were looking to reduce player capitals in the game and BFA gave them an opening to chop two of them right there.
So can Alliance Druids as well. Horde Druids however don’t get any better a reception than the rest of their countrymen.

Just because Horde isn’t attacked ain’t meaning they are neutral. Dalaran is neutral.
If you disagree with someone, leave it at that. How ever, don’t go with trying to lead a personal charge against people.

Like I said before, I would have been happy if the Blizzard could have been bothered to give some Horde lore. Instead, they put all their resources into Alliance lore and just made Horde players play through it.
If they had made the entire patch about restoring the Forsaken capital, I would have been happy to let the Alliance players use a vendor or two.
When I finished with the Lordaeron scenario I was given a buff that kept the natives from attacking me for 5 mins.
When that expired it became Red equals Dead as usual. Took a couple of them to get clear.
