It isn’t horde only… and yes there are specific weapons emissary caches… However it has been a very long time since I’ve seen one alliance side.
And yes, I didnt see any drama about that for heroic warfronts, mostly because people stopped caring about warfronts by that point. But there was a huge outlash about that when they first came out.

You can cap conquest doing nothing more than collecting war chests in Nazjatar, or any of the other zones, daily (only 1 chest per zone will give you conquest on a given day). The first conquest reward for Season 3 is a weapon, probably 410 but it might scale to your item level. Would still likely be an upgrade over your 390.
You do realize that all you have to do for the bee mount is play the quest as an alliance and you will have it for horde right? Just like your dino mount quest, a mount quest that alliance had to do on horde to be able to use.

It is still only the ptr, it is still up for change or removal entirely if blizz sees fit.

I’ve also heard that essences and the AP required to use them has made playing alts so unfriendly people aren’t bothering to do current content with their alts, if they play them at all. So if players are doing older content with their alts (that doesn’t require AP/essences) they don’t need ilevel 415 weapons to faceroll that stuff.
Considering the dev’s ask for things to the loot guy, I wouldn’t be surprised if they do some shenanigans there 
But seriously, they should of always had the same emissary rewards on both factions.
It seems common sense decision making is something that is eluding the current decision making forces at Blizzard. It would make much more sense to have common reward systems for both factions and keep players from griping at each other about the systems that are in place that we (as players) have no real control over.
