Also where does the initial quest chain start.
I would say Howling Fjord is the better starting point. Those opening quests in Borean Tundra in front of Warsong Hold are going to be a free-for-all the first few days. Players can be real selfish at the start of an expansion and that area around Warsong Hold brings out the worst in players.

There’s a reason we call it the Boring Tundra. 
I’m going HF, UK is a better spammable dungeon imo and as others have mentioned, those initial quests surrounding the horde keep in Borean Tundra were a nightmare back then, so I’m sure they still will be now
