Honorless target debuff is not working

I’m playing WoW SOD.
To reproduce the bug:

  1. have a character from another faction zone out from Scarlet Monastary’s dungeon instances.
  2. kill that character immediately
  3. Note you still get credited for the kill and estimated honor, even though they have the honorless target debuff

This has lead to folks non-stop farming honor from people zoning out from SM. They shouldn’t be getting honor, but it works. It’s a bug. I verified it myself, killing someone on the opposite faction, as they zoned out from an SM instance.
Fix this, and you’ll remove some toxicity; there will still be PVP, but at least the debuff you have to prevent that toxicity will be working.
