Has anyone tested if killing someone with an honorless buff counts as a kill for the 25% honor reduction?

Do you mean if it acts as a Dishonorable Kill?
If so, it does not.
How did you get DK from that?
If you kill someone in PvP, they are worth 25% less honor for your next kill, meaning you can only kill someone 4 times a day and get honor (100%, 75%, 50%, 25%).
My question is if you have to get honor to trigger the 25% reduction, or if killing someone with the Honorless Buff will make your first kill worth honor start at 75%.

They do. That’s usually why we’ll have Rogues/Mages keep them sapped/sheep until it falls off.
I’ve had to use a Goblin Rocket Helmet a couple times on someone fresh off a flight path for example.
No point killing them while they have the buff, and it just hurts your gains in the long run.

DKs remove RP, not honor.
Dishonorable kills are only from killing a NPC with title CIVILIAN under their name
