this is a very common issue on all versions of WoW, just go on the customer service forum and tell the GM rep there that you need your mailbox cleared/reset/purged so that you can transfer or open a ticket explaining this and that you need mailbox cleared etc use payment purchase failure for ticket option as its a shop related issue

from what i read the item is in your mailbox it is just hidden for a couple days then becomes available for you to open

It’s basically a piece of hidden mail for three days after you do the quest, rather than being sent three days after you do the quest.

So it’s preventing people from transferring even though when they look at their mailbox, it’s not visible to them.

ah that stink, hope it can be resolved for everyone soon.
