Not for me, at least in Alterac Valley.
I started the epic BG with 89/1500, we won; still exactly the same. Going to try later with normal BG and see if the tracker goes up. Someone in the BG said they completed it in Wintergrasp but yet to try that.
I had to re-log in order to get my honor progression on the quest to show.
Oh, gonna try this now.
EDIT: Nah, still same for me. Guess I’ll try normal BG and Wintergrasp and see how that goes.
Edit: Seems like normal BG’s are filling the bar for me now.

So the only honor that is counting towards the quest is the honor from killing players and you have to be part of that kill to get credit. Also the honor for losing does not count towards the quest as far as I can tell but a win might.
it only counts for actual honor gains through kills, not end of match winning
I am honor capped and stopped progressing on the quest Observing War. I do not want to spend honor on meaningless things. Hopefully this will be fixed.

I played ALL quick join types and had a win in each of them, and still no change
UPDATE: I was honor capped… 15000.
My honor towards honor levels goes up, which seems different than the honor currency. The quest seems to require the currency honor.
I hope that’s an oversight and not what they actually want us to deal with when trying to save honor weekly for rank upgrades…
