I’ve given up on this being fixed. All petition replies were automated copy/paste. I lost around 100 honor levels, but the rewards stuck so… frustrating, but I’ll just live with it.
I am hoping we get answers on why this data loss happened, and how Blizzard will address it.
Unlike the loss of the guild bank, there are many ways Blizzard can cross-examine old honor levels if this is in fact a full data wipe they cannot retrieve like the gbank loss.
One thread received a Blue response saying support cannot do anything about this. We need whichever people can fix it, to see these posts and reinstate the honor levels lost.

It actually is very easy - on the official armory random old/unused alts still display the correct honor level. As long as you don’t log into them, the old/correct honor level is still displayed right there at the bottom
So cross-referencing seems fairly straightforward to me… unless the player only plays like 1 character or something
Reputations is another easy one to cross-reference… since there’s literally an “Exalted” achievement that can be verified on the official armory
