I made a rank 4 Flash Conc. neckpiece with Crit/Mast. Is this best for raiding/m+? I know PvP runs Apparatus, but not sure about PvE Wise.
Yes. Mastery > Crit > Versatility > Haste is your PvE stats. 
M+ I lean more Haste > Versatility > Crit > Haste.
PvP I’m not sure what the stat priority is now. Going to assume Versatility > Crit?

Is this mainly because you run keys above 20 where the vers is especially useful? Wondering what your stat prio would be if you mainly ran in the 10-20 range.
I’ve done all my 20s but feel no need to go higher, so when I go holy to do my one +15 a week I favor crit then mastery (I find a lot of the mastery overheals). I find little use for lots of haste at the +15 mark because the throughput seems fine at that level and with the legendary the Heal cast time is quick anyway.
Haste > Vers > Crit best stats for M+ in all ranges.
Idk what the hell I use stat wise. The entire time I’ve been doing item level over everything but now that I’m getting close to the top I’m looking at my stats more. I think everything is alright, I’d like to have a little more crit though
It’s mainly for damage output. Haste lets you get more casts out and versatility increases your damage. High versatility doesn’t really do much against most of the mechanics, especially on Tyrannical where you’ll just get one shot.
