The two major reasons Hpal feels terrible to play are the dual purpose Holy Shock and Holy Prism spells being simultaneously required for spot heals and damage and the restrictive radius of consecration.
As long as Hpals are restricted to their consecrate for optimal healing and have two major abilities with dual purposes and significant CDs the class if fundamentally broken and needs a ground up rework.
No other healing class is as restrictive or requires as much micromanagement.
It isn’t even close.
That’s being removed in 11.0.5

But we are getting a lot of terrible PvE talents in return, as well as losing 4%.
add that to the list of ‘the closer you are the more you heal’ HORRIBLE mastery and having combo points to heal.
I always level my hpal every expac, and test her with each tier but haven’t played holy as my main in a few expac. I almost switched after the rework in DF because they felt SO good to play but that was short lived when they got nerfed 15x in a row.
It’s just a really sad state to see where they are. I know people like Ellesmere and other hpal mains that try so hard to keep the class alive but ughh it’s just bad. It makes me so sad to see them fall so far from what they were. It almost seems l ike the dev team has no idea what to do with them either. :\

Dev1: “I think we’ve done the best job we can making H.Pally healing arbitrarily complex.”

I’d be happier if they just stopped arbitrarily screwing with the talent tree every other month.
