Seriously, can this get added to another rare’s loot table, or to the paragon box? The RNG is too brutal.
Still chasing the Repair Kit as well, but at least I feel like grinding out rep for the paragons gives me an additional chance there, so it feels less hopeless
It already is part of the paragon loot box.
You just have to pray to RNGesus that you get it upon opening the box.
I’ve done Rustbolt paragon about 6x now and’ve yet to get it.

Looking everything up on Wowhead dot com will usually tell you where things drop (just remember to use an ad blocker with that site!)
I think that you’ll find this useful, if it’s what you’re referring to - click the link to display where (and from what) all the blueprints drop.
