I know blizzard wanted to make havoc DH unique or whatever but did they have to make our rotation so unintuitive?

No, they did not, but one of the developers assigned to us back then finds “friction” to be one of the ways towards design, as literally stated by him.
So Havoc being a clunky mess of CDs is somewhat intended.
I never hold cool downs. Balls to the wall every pull.

Very much agree with this. It does not play intuitively. Plus we have so many small windows it can be hard to keep track. Almost feels directionless. The few cool windows are EyeBeam into your rotation + meta. Getting demonsurge procs feels good AFTER I look at damage report, but it no longer feels like I press a button and do damage. Legion was like that.
Shadowlands was very intuitive (after season 1) with maintaining sinful brand time and using The Hunt. Bfa version- I remember it being intuitive but the main part I remember is the taunt + blade dance to help mitigate major damage against our tank.
Yeh the spec is a bit dead right now. We barely do more damage than other specs with meta up, then when you have no meta your just a wet noodle while the other specs keep firing ahead
