From the comments it sounds like it originally dropped from angerforge then was switched to emperor, or maybe always dropped from both? Not sure, but it definitely dropped from angerforge.

Yeah I forgot till someone got it from angerforge and I had been hoping for it off emp. I had killed angerforge in those runs though.
As others have stated yes, angerforge dropped it once upon a time. I think they realized how OP that trinket was and decided to guard it a bit better by changing the loot table to the Emperor
People were soloing it so they moved it to the Emperor is my understanding.
