The end of the quest chain for Earth Shield has to off to kill Hirzek. You need to loot his corpse for the staff–currently, the quest notifies you that you have completed just by killing the mob. I ran all the way back to the quest turn-in without looting the corpse and was unable to complete the quest.
A pre-requisite of having the staff in inventory should be added to the quest
