This is a very Vanilla problem because it was like this 15 years ago too. The inn at Revantusk Village does not give accelerated rested status. It also requires a 20 second count down when you are logging out and in the inn. Basically it does not behave like an inn, though it does have innkeeper Lard.
You have to stand in specific areas (towards the back or upstairs near the hammocks) for it to work. Make sure you see “zzz” on your potrait and it will be working.
