Which one is the better choice? It is so hard to decide.
Honestly, I don’t think their racials make much of a difference in terms of “who is best”. I would highly recommend picking who you believe looks best, especially if you are going to rock their base druid forms (horns or antlers for your bear/cat/fat owl)
Asides from that, take a look at their active racials (Warstomp and Bull Rush) and see which one you feel would work best for the druid. Warstomp is good for interrupting surrounding enemies but Bull Rush also acts like a mini dash with a very small stun tied to it. Personally, I like Bull Rush for bear/Resto and Warstomp for Cat/Bear, especially since Bull Rush can be used to charge an enemy or quickly make an escape.

Honestly I think the horns look way cooler but HM Tauren have access to tattoos and that cool moose form as their travel form. Tough decision, for sure.

I generally prefer Bull Rush over War Stomp. Stomp has a cast time and doesn’t function as a charge. Stomp also only stuns for like 1-2 seconds, which is basically nothing.
I would say regular tauren. Remember that original races are going to be receiving a lot of cosmetics in Shadowlands, and it may be a while before HM Tauren receive that.
Also War Stomp is incredibly useful. Makes parts of horrific visions easier, as druids don’t have a great interrupt in balance spec .
Since HM Tauren and Tauren are exactly the same besides the horns and antlers deal I would imagine that any cosmetics the latter receive the former will also receive. If they are receiving cosmetics it’s probably stuff that the HM Tauren already have, like tattoos.

I race changed my Tauren to a high mountain Tauren because all of their racials were just better for my professions. But their antlers clipped through so many of my transmogs so I changed back to Tauren.

I really like having bull rush as an extra movement/interrupt on my guardian druid. The other racials are also really nice for tanks.
For a tank: HM tauren is the better of the two races – 1% vers (.5% off all damage taken, increasing in effectiveness as more vers is gained) and flat damage off every hit (Basically, a half power brambles without the reflect attached) is just great.
Normal tauren only get 235 bonus stam, which works out to about another 8k health in bear form, and 2% off nature damage taken, which is only useful in limited scenarios.
For a healer: HM tauren still wins out – 1% vers is better than 2% crit healing up until you reach about 33% crit.
Bull Rush is also much better than War Stomp.
