High world latency, low home latency

Getting 2-5k world latency
Already swapped my DNS server to 1.1.1.1
reflushed my DNS
Rebooted modem
rebooted pc
And its hard wired directly into the modem.
Speed tests and the rest of the internet are working fine.

World is Blizzard’s end, its not you.

Actually Home is the particular server you are on, (Atiesh for me) World is the zone you are in at that moment. (dungeon, raid, kalimdor, etc)
