You have the same ISP as me and the same bad routing from Cogent Communications to the Blizzard servers. Been trying to get the problem solved for 8 days now and no fix yet. Post your WinMTR in my thread that has been open for over a week now.
Also, besides the obvious issue between Cogent Co. and the hop to Blizzard servers, you need to reset your router or contact Digitalpath because you are losing packets like crazy anyways.
