Yeah, giving the Horde paladins and not giving the Alliance shaman will fix PvP concerns.

Tosh. You can see the seeds of blood elves joining the Horde in WoW long before BC came out. Try comparing the Alliance and Horde text of the “Lethtendris’ Web” quest.
There were other races they could have chosen. Ghostcrawler talked about it back then. They ultimately went with blood elves because of the story fit with outlands and they were hoping to balance the player base out. Business always trumps lore when it comes to development.
