A privateer is not a pirate, and I don’t remember them ever being referred to as such either. The only reason they were even fired upon was because an alliance admiral was shooting down and sinking every ship not under his command.
And Gilthares Firebough is still very much alive, and being held prisoner in Northwatch hold. The point was that differing political views, and opinions do not make new races, and it does not mean every single high elf in existence is loyal, or even friendly to the alliance.

It’s silly to argue that High Elves aren’t really alliance-friendly because of one NPC. It’s like saying that Blood Elves aren’t horde because Valeera and the Scryers are friendly to my alliance character.

More than several, considering that a few are military units with multiple members. The Frosthand mages, and the Sunreaver captains are seen both in Dalaran, and on the isle of thunder, which tells us they are not limited to individual npcs.
Or to conduct independent trade during times of war for the purpose of not favoring either sides.
Privateers can be hired by governments for a variety of things, and the statement by the NPC is literally that they are acting as a neutral party and being fired upon when they are no threat to the alliance in any capacity.
Their story is explained when you do the quest as a Hordey.
They were just there to deliver goods and nothing more.
Not the point? They make it very clear they despise the alliance, and that the alliance despise them. Gilthares Firebough and the horde player both fight, and kill alliance soldiers along their way back to ratchet. And by the end of the quest the captain tells the horde player that they have a place of honor among them.
High elves have many different views, but they are not different races because of it.
