this fantasy is already playable in the game… the rationale given for rejecting playable alliance high elves is that they are already in the game as a part of the horde faction 
If you’re a member of the Alaska State Defense Force, and you join the U.S. military, you change your uniform. It isn’t demonstrative of any wider point.
Also, interesting you ignore the entirety of my post and went for what you perceived to be low-hanging fruit. But that’s none of my business.

also this beautiful adult version of wrathion is a blood elf male model that’s been signficiantly changed enough where his silhouette is going to be instantly distinguishable from a belf or velf.
could do a whole race of playable alliance high elves with a similar concept

They were and are most assuredly mana (or generic “energy” like nature/life, arcane, light, fel, or void…take your pick) addicted as all Elves to some degree need it to survive, they just chose to suck artifacts dry instead of critters.

So that’s we’re it needs to stop? With the horde? Even though there are alliance high elves? It’s not much of a rationale at all considering now we have the allies races. I’d say it would be better for the player to roll a highelf if they so choose because the story is there. If they had never created high elves that were alliance allied, then I would say you are right.
This isn’t corroborated in-game, or even in-universe at all. And before you start frothing about developer commentary being gospel, consider the following:

If we applied that logic to everything then the last expansion with flying would have been MoP. The devs changed their mind due to player feedback/blowback.
If everything that the devs initially said were to be true we would have a very, very different game than we have today.

They managed it well! Look up the concept ‘harm reduction’.
Instead of becoming crazed loonatic Wretched who groveled and carried on, or even ‘every day’ Belfs who still had trouble with cravings and HAD to ‘let go’ with that racial of theirs or go totally Arkham on us, the TRUE High Elves learned to be careful, developed the discipline and partake according to THEIR schedule, not some ‘cravings’ that a little self-control would easily take care of.
