Can just set a transmog to do nothing but hide or unhide helm/cloack
Not even going to pretend to understand this one.

I believe they are saying you can create an outfit and set every slot to “ignore this slot” except helm/cloak, instead selecting “hide appearance.”
They’re also clearly sober, which isn’t necessarily relevant but is interesting.

Hide Helm / Cloak used to be just an interface option that went away some time during or after Warlords due to changes they made with Transmog.
The problem with this mostly only really concerned RPers where if we wanted to not have characters wearing their helmets or cloaks, they had to completely unequip them. Not as much a problem, but still inconvenient when you jump into a dungeon/raid and forget you don’t have them on.
Then the ability to hide gear in the Transmog window came in during one of the later expansions.
Now it’s a bit more convenient to hide your helmet or cloak because you can set up separate outfits for it.

Hide helm\cloak as a menu option only went away when it was implemented directly into the transmog system.
The complaint was some people had macros to toggle hiding their helm\cloak for RP. Like you walk into the tavern and pull your hood down.
But yes, as OP barely managed to communicate, you can now use macros to achieve this effect again by making two mogs that are identical aside from wearing your helm\cloak.
You can also make one that discards your pants if that’s what you want.
