Seems no one talked about this, there is a zone looks like some new maps under development, even with locked doors. Or is it already implemented in the game through some quests which I do not know yet.
The location is beyond the sub-zone of The Writhing Fields, where those bloody rivers flow into
Are you talking about that area with the giant opening at the bottom of the new area they added? I believe that’s the delve. If you try to fly into it you get ported out.

Sounds like you’re describing Site 9 like you say. So it’s just the delve. It’s the only delve in the game where you can see its internals from outside.
That is the delve. You aren’t able to fly over it currently.

There is one more patch left in the expansion, according to the roadmap. Wouldn’t be surprised if that’s where it’s leading… or it could be revisited later.
If I recall correctly, Lady Elfknife described the black blood as “her power”.
So anything involving the stuff feels likely to come back as a plot point.
However, I’ve yet to do the particular delve that’s being mentioned… so that could be a good opportunity to take a closer look.

I would not be surprised there is an entire section of Hallowfall, named, but unused with no mobs
