Not sure if this is intentional or a bug but the Hellfire Citadel skip quests are NOT warband wide.

It was for me. I’ve taken an alt on a wow license that has never stepped foot into the raid and was offered the skip right away.
Are you trying to do it on like Mythic but only have the Normal or Hard skips unlocked?
My guess here is confusion about what difficulties were completed. I have all three difficulties’ skips unlocked on only one character and haven’t had any issue using them on others since the account-wide change was first made in 11.0.5.
If anything the Blackrock Foundry ones ARE bugged since you can get credit for those ones across multiple alts instead of completing them on just a single character to unlock the skips account wide.
Yeah, I dont want to wait 2 months to get the skip, it should be warband wide like BRF skip.
It is, that’s what I’m saying. If it isn’t for you, then it means you didn’t actually complete the quest like you thought.
These quests were specifically modified in 11.0.5 to be Warband-level quests, functioning identically to the Stonevault mount quest in that you can progress them on any character. My theory is that some developer was toying with the idea of converting all the raid skip quests to being Warband quests going forward, but then they settled on the idea of “raid renown” and put the new raid skips in there instead. BRF’s quests remaining converted to the new system just happened to be an oversight with the patch launch. I’ve had all three of those quests completed on this character for years, but they were available again to me after 11.0.5 went live, which speaks to an intentional change.
i mean the quest itself isnt warband wide, the reward from it im sure is; to clarify i picked up the 1st skip quest of HFC on 1 character, got 1/4 credit for it, then went to the next character and had to pick it up again & got 1/4 credit (again) on the 2nd character, so i have 2 characters at 1/4 credit, instead of my warband being at 2/4 credit
