Its the kinda common one you see from a bunch of NPCs, notably Provisioner Fray or Tandred Proudmoore.

And yes, I agree, I love their overcoats. A lot of love went into the Kul Tiran NPC’s, all around. Boralus is a beautiful masterpiece of a city.
Kul Tirans themselves have their heritage set, but I’d love coats like this for other races.
Particularly, Pandaren.

No problem. I am hoping they do implement these kinds of outfits for players. You can now get an assortment of seafarer hats and beanies from Trial of Style, which the Kul Tiran exclusively wore up until then. So who knows!
They keep getting better at making armor and clothes for players so I think it’s only a matter of time.
