Those of you familiar with the trinket, will know how powerful it is, however the real problem is that only Gnomes with their broken +15 racial will be able to use them. Unless we want this game to devolve into world of gnomecraft, we need to quash this gnome supremist plot before they take over the world and destroy it.

Expert professions require level 26 on SoD.
Artisan professions require level 41.
If they can raise the levels of the professions, it’s feasible they either increase the engineering level of things like Gnomish Death Ray, or just put a flag on it that will require Artisan engineering to make/use it.
That’s just a simple way it could be done; there are probably many ways they could block it til phase 3.
Can’t wait for premades of all gnomes with GDR’s.
