This is by design (one I don’t agree with, it’s making additional content via FOMO, but it is what it is)
Only the Mythic and Elite PVP variants have the Arms by default.
To unlock the arms for the other variants you need to earn the achievement Web-Wrapped in the Finest Silks, which requires you to do one of Mythic / Rated PVP / push M+

But usually the animations are just like a glow effect. The theme of the set is Shivara. You kind of need the Arms.
Not always.
If people want the arms they should do the content that awards it.
Yeah the game would be worse off if the Shivara set simply had the Shivara arms for all variants.
Glad Blizzard has players such as yourself to consistently defend all the bad decisons they make

It shouldn’t. It’s a reward for obtaining the highest piece. Considering you can easily get it just from heroic and not mythic
It’s not a bad decision. It’s a reward for people playing at the higher levels.
If you really want a set with the glow, you can get the pvp one.
If you do BG Blitz you can’t even lose rating until you reach a certain threshold. The set is basically free
