I accepted this quest from the suggested content, however its sending me to nethergarde keep which has no alliance to turn into(this is on my alliance toons).
Try talking to Zidormi at the border between Blasted Lands and Swamp of Sorrows to change to the older version of Blasted Lands, that should let you access the version of Nethergarde Keep that is under Alliance control.

Thank you for this vital info. I was afraid I’d have to call a psychiatrist for my poor partner, whom I assured I’d been there, done that, got the quest with no problem (I did, wayyyy back in the day) 
He was running all over the place fighting everything in sight except the missing quartermaster.
