Hear me out.
(the following is written somewhat hyperbolic just for funsies, but the seniment is kinda real, just… turned up)
I get the concept. There comes a point where you overpower the open world and there’s no reasonable way for anything to challenge you, especially if you’re like me and favor tanks, warlocks and hunters who are “built better” for the soloing game, because the open world needs to be built “in case of soloing holy priest who hates the other priest specs,” and that’s fair.
There’s no “but.” That’s like… that’s how it should go. The open world should be the one place where you feel your progressive power and soloing advantage dumbs the game down to “just fall over and gimme.” If you want a challenge, there are delves/dungeons, and so on. As we often say in our D&D game: “If the raw melee combat is scaled to kill the bear-aspected barbarian who takes reduced from everything, everyone else is dead.” Heroic world Tier is the DM saying “there’s a barbarian on the field, I must kill him with this trash encounter, with raw melee!”
I remember playing GW2, like the initial launch version, and this was a game where “the open world is the endgame,” and like… that offended me too, coming from WoW and such. I wanted to go from point A to B. They decided to make that a “find a group” level challenge and I said “uninstall.”
Now WoW does have flight, you can skip things, you can cherry pick. I can see activating the heroic world tier once ALL THE QUESTS are done, but I don’t see how the leveling game can possibly be time efficient on heroic world tier. Is it really that rewarding? No, really I’m asking. I did the quest that introduces it, soloed 3 world bosses after shadowmelding away from one that summoned adds that was disporportionately harder than it should have been.
Is it worth it to you? I’m talking pre-quest-completion, pre-level-cap.
I tend to play the game to relax and heroic to me is an endgame concept. If they made a story mode version of retail where nothing went above heroic and everything were simplified I would probably enjoy it daily because I play casually, and my real world offers me enough challenge and pressure. I use the game to escape the realities of complex situations not to embrace new ones.

Heroic world tier means I actually have to cast multiple spells to kill regular quest mobs at level in level appropriate gear.
I get wanting to overpower the open world, but that should be when you are at end game and have end game gear. Not while leveling in level appropriate gear.

I’m going to go out on a limb and say that heroic world tier isn’t meant for you, which is totally fine. You just don’t seem to understand it.

The game broke when they added outdoor scaling and Chromie. Go back to vanilla and pre-chromie time and the difficulty was in fighting mobs that were higher level, no scaling necessary. Rough quests had a rare that was 4-6 levels above you. Considering also that we now have expansions that put in a new island, and you’d quickly see zones that are 100% obsolete.
It’s simple cause and affect. For good reasons.
Offense? Sorry, you lost that battle when scaling went in - there was a good reason for it.
While I like your sentiment, you’re just going to be on the wrong side. It was no accident. Too clear that overpowering the world is deviant gameplay.

Honestly, I don’t think Heroic mode is hard enough. Perhaps it’s class/spec dependent, but I don’t feel challenged. I died once because I stood in bad for a few seconds and that’s the only thing that ever hurt. I went back and just took a step back and was fine. Maybe it’s level scaling and at higher levels it will be harder.
Either way, at level 30, I did not feel like I was in trouble after pulling 3-4 mobs at once. I think if they’re trying to go for the Vanilla experience, it’s not quite there. You pull 3-4 mobs back then, unless you could kite them, you were dead usually.
Not sure if it’s quite a middle ground between that and what we have now.
Offended by video game content (which cannot be interpreted as offensive to any reasonable person), check.

Just need Mythic World Tier next.
I mean, as long as it’s optional I say let people smash their faces into regular world mobs for higher rewards. I’m fine puttering along with my normal amount of XP and Bronze for stuff and feeling overpowered, but I won’t yuck their yum as long as it doesn’t affect me 
Not really the right comparison.
The goal of scaling is to keep everything at level, so the comparison isn’t you fighting level 20 mobs at 16 in vanilla, it’s you fighting level 20 mobs at level 20.
I get that scaling is your buzzword boogieman here, but just look at MoP leveling.

Tuning, then. Would we agree that scaling is applied across the board as in Chromie time? While tuning is content that’s too easy and needs a more difficult component like additional mechanics, or a standout harder rare?
And yes, I believe scaling broke the tuning.
So this is just FOMO right?

But you don’t wanna miss out on the rewards.
So you would rather it be removed?
I think the tuning broke before they added scaling, back around Wrath.
You could even argue vanilla, since most of the ‘difficulty’ there doesn’t come from the content itself, it comes from how poorly balanced systems like threat and mana were, combined with how bad and incomplete class design was.
Still feel incomplete without a interrupt. 
I started my zone questing with Heroic World Tier activated and i find it extremely fun, even died a couple of times because of overpulling.
I think it should be a mode that stays later into the game.
It should be the baseline difficulty to level from 80 to 90 in midnight.
