If there is a point where people hit a queue than some might roll on a diff server, but if layering works like it should then every single classic player should be able to play on the same heavily sharded, i mean, layered server.

Everything will have queues in the beginning, but when the numbers naturally deflate over time Herod will be a healthy high population while the other servers will be scrapping for people

I was in D7 on ED for about a year and never, ever had any issues. They were great for WPvP events and had tons of fun.
