My human rogue toon is exalted with Gnomeregan but my gnome lock is only honored. Is the gnomeregan req requirement an account unlock or toon requirement to proc the heitage armor quest on my gnome lock?
I believe all heritage unlocks are race dependant

Not 100% sure, but I think it requires the character with that race to be exalted with the faction.
Like if you are exalted with the Army of the Light in a Horde character you can’t unlock Lightforged Draenei, only if you are exalted with the in a Alliance character.
Your gnome will need to be exalted with Gnomeregan in order to get the heritage armor. But only your main needs to have completed the BFA rep stuff.
I’ve found the easiest route is to go to Northrend and do the ToC dungeon with a tabard. Just completed it on my gnome last night. You get roughly a little more than 1k points for each run through the dungeon. It is pretty quick. Although you’ll run into the to many instances wall because of how fast you can complete the dungeon.
