If I level a fresh Maghar Orc to the required level for the heritage gear and unlock it, can I then race change my main to maghar and use the armor as tmog ? I’ve had the same main since BC but want him to be full blown frostwolf

Yes, If you unlock heritage on one race you can use it for that race moving forward in any capacity.
I did what you are suggesting to a character and had access to heritage.
