I leveled my Dark Iron Dwarf from 1-60 and did not receive any heritage armor prompt / pop up quest. I believe the quest should've appeared at level 50. This character has been around since, at least, when Dark Iron Dwarves were made playable. Since this incident, I have been able to level up a few other characters and complete their Heritage Armor quests upon hitting 50.
Did I brick the character?
I did not utilize a character service boost to to grant myself the levels.
I did not utilize RAF level boosting to grant myself the levels.
I did accept the returning player / character gear upgrade though, whatever that constitutes.
What have I tried?
I submitted a couple of tickets on my Dark Iron Dwarf addressing the issue, stating how the character is bugged and I did not utilize any of the above services that would've invalidated it (Unless the new returning character thing does). My tickets were closed twice with me being directed to the Bug Report section.
I disabled all addons to see if anything was hiding it somehow, this did not work.
I then submitted a Bug Report and expected not to hear back from anyone but at least have the character fixed in this past week or so. (This was the 5th step)
My only other options are to continuously spam them with Bug Reports until the issue is fixed or to post here and hopefully get the issue solved.

Others in this forum have stated the returning player gear upgrade appears to act as a boost and invalidates the heritage armor. Whether that is an unintended consequence or not, I am not sure. If it’s a bug, thankfully you reported it here, but you can also submit a suggestion in-game or elsewhere on the forums in the case that it’s not.
Can confirm that I am in the same situation and it does appear that using the returning player gear update invalidates your ability to get the credit for the heritage armors on allied races.
At no point does it say that this will cause any kind of issues with the heritage armors unlike the direct level boosts.
