To learn the transmute Sorcerous Air to Earth (or others) you have to get the recipe from a trader in the Garrison. All I ever see there anymore is the Guild Emissary. Do the traders ever spawn anymore?
Last I looked, they were still spawning everyday on a fixed schedule. Are you sure you are looking in the right spot?
Traders spawn (in Alliance level 3 garrisons) in the hallway to the front door of the main garrison building. And there is a regular daily rotating schedule of traders.
BUT most days most garrisons don’t get a trader. They get a mission-giver (one of 3 or 4 choices) instead. So there is a lot of RNG.
I recently started looking for an Herb trader, checking daily on each of my 4 Alchemists. It took about 6 days, then I got an Herb trader on ONE of them (the others got a mission guy instead).

I had to check on multiple characters to see what the trader is. Sometimes I had to ask or find a posted group. If the trader is up but not in your garrison you just need to group with someone that has it and is the group leader. You can then view their garrison and get the stuff from the trader.
