Does anyone know if the achievement/title is still available on retail? If so, what would the level and max ilvl be?
I would love to put together a group for this if its still in the game.

Yes, Herald of the Titans is still obtainable. No one in the raid group can be above level 30 or have any item above item level 107 equipped.
