I’ve gone over many guides to try and help
myself understand the stat priority for Vengeance, but the one thing that I have never seemed to find, is when one stat is at its “peak”.
For example, I know agility is number one for vengeance, and haste for the demon spikes up time, and versatility for overall tankiness, damage, and even heals. But what % in game should I be aiming for, for each stat? Where is that sweet spot for vengeance?

If you were asking about Havoc, the answer would be simple. “Sim it.” You have a clear goal in mind, which is to do the most DPS on a target. And even if the answer is a bit of an illusion, given how the most common sim value is for an imaginary fight with 100% uptime and perfect execution, you still have a clear question you’re asking. That means the sim can run the complex web of the relative values of all your stats through its number crunching and spit out a reply.
The problem with a tank spec is, what’s your question? Effective Health sometimes gets thrown around, but that’s hard to calculate when different situations have such massively different damage profiles. It also ignores things like damage smoothing (your healers will thank you) and tank DPS (important for timing high keys) and speccing for utility over mitigation.
Tank gearing is more art than science. I’m not sure you’re going to get clear cut definitive answers. General priorities exist, intended synergies can be targeted, but hard caps and stat plateaus are rare.

The gross over simplification is sim it or just equip Ilevel as a priority then anything that’s not mastery, and then mastery.

wdym mastery is more damage
And it’s still the worst secondary stat by more of a difference than exists between the other 3 in any gear set up I’ve ever seen.

Your better off stacking Vers, because it give you comparable damage, better mitigation (reduces magic AND physical, instead of just physical in demon spikes windows) and our soul healing scales off it. if mastery scaled our soul healing, you could compare it better. Crit is better for damage than mastery.
Stat priority is what ever your most comfortable with tanking. For Defense you rock enough haste till your GCD and rotation feels smooth. Then you grab as much vers you can, and fill the rest with crit/mast. I’m personally rocking Versa/Crit gear with next to no haste. My stats are 32% crit, 7% haste 37% Mast, 26% vers. Getting that high vers requires a lot of specific gear, so you should aim around to get it around 18%.
As VDH, try to max vers and haste. Some people are swapping them, but since we are really squishy I’m giving up haste for vers. If you will be able to keep your versatility around 12% it’s already good. More is better. In addition I have found a it handy to use mechagon trinket with slots and use red craftable punch card that can adjust your stats based on your yellow card and yellow one with vers/haste. It can eventually bump your vers to 30-40% on procs
For VDH I believe it is haste then versatility. Or swapped between the two.
for M+: haste ~ vers > crit > mastery
I like getting up to at least 20% haste then going all vers from there.
