Also, have you looked the quest up on WoWHead? Sometimes the comment section will give you the info you may not have realized you needed.
You could also download an add-on such as WoW-Pro that will give you a guide for all the zones. I use Zygor but you have to pay for that one.
I sincerely hope you have found the answer by now, but realizing I had to research it, I hope others may benefit from this answer: You start the Night Elf Line in Dalaran by talking to Archmage Khadgar in the Violet Citadel. This will start you on the questline that gets you the disguise you need.
