I can not find any source that says Ion is in charge of PVP

Ion’s the head of the WoW design team. I don’t think there’s anyone specifically in charge of PvP, at least anymore.
Ion is a figurehead for a major Corporation who calls the shots.

Chris Kaleiki is supposedly who runs PvP. According to his Twitter anyway.
This is Ion on his alt, shilling for himself because he’s frustrated with all of the hate toward him.
He’s the game director of WoW.
He’s in charge of all of it, including PvP.
If he doesn’t want PvP to have a vendor, it’s not going to have a vendor.

This system is fun but from a competitive stand point in terms of day tournaments , it’s very crazy and unpredictable. Which makes it fun to watch but horrible to compete in
