where is she/he/them? i want to complete tarecgosa rest the original one and i never did uldum bfa faction. so thats not an option. i need 3 sands of time.

This! I recommend doing this if possible in-game! Once you have the BFA Uldum loaded in-game you’ll want to go to Yasmin! She will sell you the (3) Sands of Time you are seeking for 3,000 Gold each!
Pretty sure you can purchase the item(s) off of the Auction House as well. Could be mistaken however.
shes not there, she not in mogu palace.
This is because the NPC you are seeking isn’t located in the Vale of Eternal Blossoms. You’ll want to go to Uldum. That’s where she is located!
I linked a link to the NPC in my previous post as it shows on the map in that link her exact location! 
Go to the vendor in Uldum instead, then. Or you need to progress further in the BfA campaign to resolve the phasing issue and make her show up again.

Yes…and if the vendors are phased, you have to do what it takes to unphase them. Or just buy them off the AH. There are 200 up for 2,800g a piece right now.

Yup! Just checked! Selling for less than vendor price! So I would buy them off of the Auction House as you stated you are doing in your last post.
