people keep telling me the heirloom vendor is on top of the wall at the gates of orgimmar, but they dont show up for me, what am I doing wrong?
You will only see the Heirloom vendor (Estelle Gendry) there if you have participated in the Battle for Lordaeron and subsequently destroyed Undercity.
If you have not, just go back to Undercity (in the Rogue Quarter) to visit her there.
Additionally, you can always talk to Zidormi just outside the ruins of Undercity to have her switch the phase back to before Undercity was destroyed.
By the way, there is a portal to Undercity on the zeppelin tower just past the flightmaster in Orgrimmar.

Below level 110 the heirloom vendor for the Horde is in Undercity… As Kyzera said.
It changes to Org. after the battle for lorderon event [Spoilers?] destroys UC.

Start the quest chain for battle for azeroth. The battle for lordaeron event is at the beginning of the quest chain so you can finish it quick.
