I can’t upgrade any of my heirlooms for some reason? I purchased the appropriate level of upgrade, right click in my inventory, then it pops up asking me if I am aware that preforming this action will make it non-refundable, I acknowledge and then nothing happens.
You actually need to use the upgrade item on the heirloom in your collections tab and not the heirloom in your inventory.
what about the ones u can buy at the new heirloom vendor in slivermoon if u have upgraded any of them in the past ur locked out of the ones that are already at max which u can buy for only 500gold… where i had to spend hundreds of thousands of my gold to get some to almost max but now i cant because the dev really did not know what they are doing… or really even care cause all we are to them is just money

im having the exact same issue
same but blizzard has pretty much all but abandoned heirlooms all they seem to care about is making as much money from theses awful housing decor items on the dog water shop its pathetic to say the less.
