I have 2 accounts.
I can still MAIL heirlooms between characters on each account.
The bug: I cannot currently TRADE heirlooms like I could in phase 1

How could you trade heirlooms at all?
They are account bound.
What am I missing?
They are bound to the entire Blizzard account; not a specific WoW account. If you have three subscriptions all going and all tied to the same Blizzard account, you could be logged on all three at the same time and all three should be valid recipients for the heirloom item.
My guess is there was some exploitative behavior with the trade route, so forcing it to go through the mail fixes that… and it is probably what 99.9% of people were already doing anyway.
Could be intentional if there was some exploit yeah, I assumed a bug.
I prefer to trade it amongst 2 toons of each account who run dailies together, saves time and coin to not mail.
