Are you seeing this in game somewhere? I see it listed on wowhead, but neither of the Court of Harvesters quartermasters sell it.
Maybe it was a reputation item in beta & they decided to make it available to everyone?

It looks like there was Heavy Desolate Hide in beta (youtube video from Sept 2020) but has been removed… maybe a future patch? One can hope. lol
