So the purple box that drops the mount is for eligible players only, anyone else at a lower level gets the green one, and therefore no mount chance.
I was looking at the stats on Wowhead, noting that not everyone uses the Wowhead uploader to show the correct stats, but also worth noting there has been over 254K opens that have been recorded on the site.
Currently there are NO RECORDED DROPS OF THE MOUNT.
If you include everyone who does not upload data to Wowhead who knows how many other boxes have been opened and how many mounts have dropped, but based on just those stats alone we do not even have a chance at getting it.
So assuming today someone gets the mount, they upload their data to Wowhead, that makes one out of 254000 boxes for a mount, or, 0.0003% chance at getting the mount.
For this mount there are 15 days to farm it, if you farm say 10 character each day that will give you 150 attempts per year. Or a lowly 1693 years.
I did that 40 second dungeon about 3-5 times then I said to myself “wait a minute, sure it’s a rare mount, but it’s crappy mount.” So now I honestly couldn’t care less.

and we were all like “oh ok ty for confirm.”
Then like a month later they were like “WHOOPS SORRY WE ACTUALLY FORGOT TO ACTIVATE IT ON THE LOOT TABLE LOOOOOL”
I’m looking at you, Headless Horseman’s Mount.
My wife got it about 10 years ago…me though? Nope, it’s never going to drop for me. Sad thing is that I don’t think she has ever actually summoned it.
When this mount was introduced there weren’t 6000 mounts in game so it was cool and unique. They’ve so overfocused on pushing out more and more mounts I don’t care anymore, I’ll just use a wind rider.
Please also understand that we do not have access to the complete set of information regarding those 254000 data entries about the openings of the Heart-shaped boxes. What level of characters opened those boxes? If they are not of the correct level (which for the 2019 event, must be 110 or greater), they have absolutely 0% chance of receiving a mount. My assumption here is that the WoWhead addon reports everything its grubby little eyeballs can.
I agree that the drop % of this mount sucks. I also believe that the drop statistics from WoWhead are horribly skewed and incomplete.
