Why do we have to wait til 50 to get the neck and not 45?

That is a development decision. Ask in General Discussion or the Devs directly on twitter WarcraftDevs.

Technically, Battle for Azeroth is not limited from 45-50 because it can be used with Chromie’s Timewalking Campaigns. You aren’t intended to earn Azerite power from 1-50 while leveling now.
