It would be a Dev/Community discussion…we would talk about it and then decide what content/QOL/buffs/nerfs.
It would ultimately be up to the Devs but community input should be involved. 70/30 60/40. We can use forum polls, we can use in-game polls, anything over 75% should be a yes for the community.
Devs…Blizz…its their game in the end.
