Suggestion to help solve the healer shortage.
Give ranged healers the ability to cast while moving in PVE only. With the new talent trees you could add one that is not available in PVP.
Its a tough job being a healer. It would be one way to make it more accessible for people to play it especially in mythic+.

Figuring out how to position and what spells to use to be able to keep up with things when mechanics happen or movement is necessary is part of playing ANY caster, Healer or not.
Use your instants. Get HoTs rolling beforehand.
Movement is not an issue for healing any more than it is for any other role.
Knowing when you are able to hard cast or use a smaller insta cast or HoT or a defensive is part of the nuance of being a good healer.
I didn’t know there was a healer shortage tbh…i’ve found it to be really competitive in M+ and other forms of PvE.
As for healing on the move: there’s plenty of direct heals and abilities you can cast on the move for every healer class. Some obviously do it way better than others, so if that’s a playstyle thing, try to explore and choose the class most suitable for you. 
i’m assuming you mean channeled spells - which you wont’ be casting a whole lot in m+ as a healer anyway (after a certain level ofc)
Resto shamans already have that, and it sounds like preservation evokers will as well

There’s a healer shortage? I’m a tank main- never had an issue finding a healer and I’m alliance. Typically 4-5 queue in within minutes of posting whatever key I am running.

Mobile healing back in Wrath where a Druid could run around and only cast hots was fun. Monk in Legion felt even more mobile than a druid with casting soothing mist. Shaman while using your move while casting button is also nice. Knowing mechanics is one thing but there are things you can’t plan for, volcanic is one that comes to mind - you can be in a situation where Volcanic is on your feet as you are about to finish that hard cast aoe heal

For PvE, being able to always cast while moving would remove a lot of the skill depth of the role, however I would support every healer having an ability that allows them to cast while moving. As a shaman I have this in spirit walker’s however I feel that 2 minute CD is a bit too long and 1 minute is too short. Perhaps something like a 1.5 minute CD for 5-7 seconds of casting while moving, or maybe something like Frost Mage’s Ice Floes where it’s a short 20-25 second CD but only allows a single spell to be castable while moving.
Yes because obviously I have 17k achievements on a level 10 Warlock.
I’ve mained Elemental Shaman and Holy Paladin (with and without crusader strike being relevant) more than any other spec. Legion was Spriest. Right now it’s Holy Priest.
How you adapt to the unexpected is part of being good, again, with any role.
As for Volcanic specifically? No. you are never in a situation where you’re almost done casting an AoE heal, Volcanic spawns, and you have to stop.
Either you -just- started casting, you started casting after it spawned, or you have time to finish before moving. Volcanic is one of the most forgiving affixes.
Come back to talk on your main. I’d like to see the content that you do that would allow you to have the luxury of 2-3 globals to spare while moving out of volcanic right after a massive AOE went out or got hit by something or anything else.
Regardless, ele shaman are very mobile, spriest have dmg rolling while they move to mind flay and the list can go on.
Edit: Ignore that, I looked at your feats of strength and can tell your history from that. Not worth explaining anything further with the likes of you. I sound like Byakuya Kuchiki when I say “the likes of you” don’t I?
This has never been a reason for me to say I don’t feel like healing. Other people has been.

Yeah imagine that. Anyway back to the topic - Running around casting soothing mist is fun. If you have fun sanding in one place, nothing is stopping you.
There isnt a shortage of healers, if anything I’ve seen a huge influx in s3.

The weird thing is I was always a healer for the last few expansions. This is the first on that I didn’t do anything past a 12 key in season 1 and none after that. Maybe I will end the season healing.
