Headless Horseman "Stop the Fires!" event not occurring on some layers

The HH event to put out the fires in Brill is not occurring on Eranikus Layer 1.

I have been sitting in Brill for the past 45 minutes. The event has not occurred. Something is broken. :frowning: My husband is on a different layer. He ran up to Brill and saw the fire event active. So, clearly an issue with some layers but not others.

Same, it is working in razor hill though

Seems broken on every layer on Atiesh.
